Introduction:
Gaza Community College for Tourism Studies (GCCTS) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education in partnership with AQSA university and Palestinian Information Technology Association of Companies (PITA), and funded by the World Bank for the project entitled: " Improving the Quality of Students and Graduates of the Administration and Office Automation Program at Gaza Community College for Tourism Studies by Providing them with Digital Technological Skills to Increase Employment Opportunities (i-Admin)". Accordingly, GCCTS seeks the selection and employment of a highly-qualified needs assessment consultant to conduct needs assessment study and enrich the suitable recommendations.
Assignment Objective:
GCCTS is considering the selection of a professional and a highly qualified Needs Assessment (NA) Consultant to be part of the project team, who has strong experiences to build and analyze needs assessment study for the project mentioned above, in order to identify strengthens and weaknesses of the program, bridge the gap and upgrade the skills and competencies of the students and qualify them to meet the needs of the market, thus, increasing the graduates’ chances of employment.
Main Tasks and Responsibilities:
The (NA) Consultant will be responsible for the following tasks:
- Identify strengthens and weaknesses of curriculum.
- Bridge the gap between students and graduates acquired skills and competencies and labor markets needs.
Deliverables:
1- A detailed work plan including methodology, time frame, and the main activities of the process of developing the required curricula,
2- Draft report for data analysis results.
3- Final comprehensive needs assessment report (soft and hard copies) including:
- Needs assessment questionnaire, focus groups, MoM, analysis and results.
- SWOT analysis.
- Proposed actions, training needs, teaching methods, etc...
- Suggested modifications on the current curriculum.
- Local areas of work and business sectors related to the targeted programs.
- Regional and international trends, fields of jobs opportunities.
- Recommendations.
Essential Required Qualifications:
Qualified consultant should hold the following:
1- At least M.Sc. in Business Administration, Management Information Systems or any related discipline from a recognized university.
2- Proven previous work experience in conducting similar assignments (at least 2 similar assignments)
3- Five years minimum work experience in both academia and private sector.
4- High skills in gathering and analyzing qualitative and quantitative data.
5- Fluency in English and Arabic.
6- Excellent computer skills.
7- Excellent analytical, research, report writing and communication skills.
8- Large autonomy; high flexibility and adaptation capacities to the contexts and environment, solution-oriented.
9- Strategic thinker.
10- Ability to comply strictly with deadlines and work in a timely manner.
Time Frame: The expected level of effort for the Needs Assessment Consultant is (15-20 working days) during a period from 01/12/2018 to 01/02/2019
Start Date: December 1st, 2018.
Contract Type: Lump Sum contract.
